The name of the Confederation is Kalaallit Nunaanni Timersoqatigiit Kattuffiat (Grønlands Idrætsforbund). Internationally, the name “The Sports Confederation of Greenland” is used. The Confederation works to promote sport for all in Greenland.
Kalaallit Nunaanni Timersoqatigiit Kattuffiat works to promote and strengthen sport in Greenland through the collection and dissemination of knowledge and by providing advice on organisation, management, finances, etc.
Paragraph 2. Kalaallit Nunaanni Timersoqatigiit Kattuffiat works to increase awareness of and interest in sport.
Paragraph 3. Kalaallit Nunaanni Timersoqatigiit Kattuffiat is an association of national sport federations, sports associations and companies, all of which have the objective of promoting and strengthening sport in Greenland.
Paragraph 4. Kalaallit Nunaanni Timersoqatigiit Kattuffiat is responsible for sport in Greenland in cooperation with the national sport federations, sports associations and companies.
Paragraph 5. Kalaallit Nunaanni Timersoqatigiit Kattuffiat represents sport in Greenland in relation to the Government of Greenland.
Paragraph 6. Kalaallit Nunaanni Timersoqatigiit Kattuffiat administers the funds placed at its disposal.
Paragraph 7. Kalaallit Nunaanni Timersoqatigiit Kattuffiat is Greenland’s National Olympic Committee.
Paragraph 8. The incumbent Chair of Inatsisartut is the patron of Kalaallit Nunaanni Timersoqatigiit Kattuffiat.
The registered office of Kalaallit Nunaanni Timersoqatigiit Kattuffiat is in Nuuk.
National sport federations and individual sports associations, companies and individuals in Greenland may be admitted as members.
Paragraph 2. A national sport federation may be admitted as a member in accordance with further provisions, provided that no federation already exists for the sport concerned.
Paragraph 3. Associations practising a sport for which a national sport federation exists shall be admitted as members of the relevant national sport federation, provided that the applicable conditions are met. The decision shall be made by the board of that national sport federation.
Paragraph 4. Associations practising a sport for which no national sport federation has been established may be admitted as members of Kalaallit Nunaanni Timersoqatigiit Kattuffiat, provided that the applicable conditions are met. The decision shall be made by the Executive Board.
Paragraph 5. The admission of a new national sport federation shall be decided by the Council of Representatives upon the recommendation of the Executive Board.
Paragraph 6. Companies may be admitted as members when the company has an adopted sports policy that supports employees’ participation in sport and helps increase awareness of and interest in sport among its employees. The decision shall be made by the Executive Board.
Paragraph 7. Individuals who practise a sport for which no national sport federation or association has been established may be admitted as members of Kalaallit Nunaanni Timersoqatigiit Kattuffiat, provided that the applicable conditions are met.
National sport federations and sports associations affiliated with Kalaallit Nunaanni Timersoqatigiit Kattuffiat, together with their subordinate organisations and sports associations, clubs, companies and individuals, etc., are obliged to comply with the rules and guidelines of Kalaallit Nunaanni Timersoqatigiit Kattuffiat and with the provisions and decisions adopted by bodies under Kalaallit Nunaanni Timersoqatigiit Kattuffiat.
Paragraph 2. The rules, articles of association or similar regulations of members of Kalaallit Nunaanni Timersoqatigiit Kattuffiat must state that the members and their subordinate organisations, sports clubs and companies, etc., as well as their managers, coaches and athletes, undertake to comply with the rules and guidelines in force at any given time and with the provisions and decisions of Kalaallit Nunaanni Timersoqatigiit Kattuffiat. These provisions may not be amended without the prior written approval of Kalaallit Nunaanni Timersoqatigiit Kattuffiat.
Paragraph 3. National sport federations, sports associations and companies shall ensure that the rules, articles of association or similar regulations of their subordinate organisations and sports clubs, etc., state that they are obliged to comply with the rules, provisions and decisions of Kalaallit Nunaanni Timersoqatigiit Kattuffiat in force at any given time.
Paragraph 4. A national sport federation is obliged to comply with the rules of any international federation with which it is affiliated.
Paragraph 5. In Greenland, a national sport federation is the highest technical authority within its particular sport.
Paragraph 6. Associations practising a sport, whether or not a national sport federation exists for that sport, which travel with grant funding between settlements and towns in Greenland in connection with tournaments held under the Sports Confederation of Greenland, for example qualification tournaments or national championships, are required to use transport options approved for passenger transport.
Paragraph 7. If an association referred to in paragraph 6 fails to meet that requirement, it shall be excluded for the current year from tournaments organised by the relevant national sport federation or the Sports Confederation of Greenland, including qualification tournaments or national championships.
National sport federations and their subordinate organisations, sports clubs and companies, etc., as well as other member clubs, are obliged, at public competitions, to state in their programmes, forms, images and other public documents that they are members of Kalaallit Nunaanni Timersoqatigiit Kattuffiat.
Paragraph 2. National sport federations, sports associations and companies shall submit an annual membership registration to Kalaallit Nunaanni Timersoqatigiit Kattuffiat in accordance with detailed guidelines laid down by the Executive Board. National sport federations, sports associations and companies must be able to document the accuracy of the reported membership figures.
Paragraph 3. National sport federations shall notify Kalaallit Nunaanni Timersoqatigiit Kattuffiat of any change of chair and of any addition of subordinate divisions. Once a year, they shall also submit lists of board members, specifically stating the address of the federation or sports association and its chair, as well as a list of member clubs and their chairs.
Paragraph 4. National sport federations and sports associations shall also notify Kalaallit Nunaanni Timersoqatigiit Kattuffiat of changes made to the applicable amateur rules, including changes resulting from amendments to the international rules of the organisations concerned, and of decisions in cases involving breaches of those rules.
Paragraph 5. Every year, all national sport federations shall prepare a budget for the following calendar year. These budgets must be received by Kalaallit Nunaanni Timersoqatigiit Kattuffiat no later than 1 August each year. The Executive Board of Kalaallit Nunaanni Timersoqatigiit Kattuffiat shall issue guidelines on the required contents of the budgets.
Paragraph 6. In connection with its general assembly, the board of a national sport federation may itself establish provisions concerning remuneration for members of its own board. The provision must appear in the national sport federation’s own articles of association.
Paragraph 7. No later than 1 May each year, each national sport federation and sports federation shall prepare and submit to Kalaallit Nunaanni Timersoqatigiit Kattuffiat annual accounts for the preceding calendar year. The accounts must show how the national sport federation and sports association concerned have used public grants and other allocated funds and must include information on remuneration paid to members of the board and day-to-day management.
Paragraph 8. The Executive Board of Kalaallit Nunaanni Timersoqatigiit Kattuffiat may decide to exclude a specific sports association or sports club from participating in Greenlandic championship matches and similar matches if the association or club has failed to fulfil its obligations to Kalaallit Nunaanni Timersoqatigiit Kattuffiat.
Paragraph 9. National sport federations, sports associations and their subordinate organisations and sports clubs, etc., shall be managed, and their funds administered, in accordance with generally recognised principles of good association governance and the accounting and audit guidelines laid down by Kalaallit Nunaanni Timersoqatigiit Kattuffiat from time to time.
Paragraph 10. Member organisations and their subordinate organisations and sports clubs are obliged, when entering into agreements concerning the use of advertising, to comply with the “Rules on the Use of Advertising” of Kalaallit Nunaanni Timersoqatigiit Kattuffiat in force at any given time.
Paragraph 11. Common rules concerning “Greenland Championships” shall be laid down by the Executive Board of Kalaallit Nunaanni Timersoqatigiit Kattuffiat.
Paragraph 12. Kalaallit Nunaanni Timersoqatigiit Kattuffiat may at any time withdraw recognition of a “Greenland Championship”.
National sport federations, sports associations and companies, and their subordinate organisations and sports clubs, etc., that are members of Kalaallit Nunaanni Timersoqatigiit Kattuffiat are obliged to obtain a child protection certificate pursuant to Inatsisartut Act No. 8 of 19 May 2010 on the obligation to obtain a child protection certificate.
Paragraph 2. National sport federations, sports associations and companies, and their subordinate organisations and sports clubs, etc., are obliged to confirm in their annual report or similar document that a child protection certificate has been obtained in accordance with the applicable legislation.
Paragraph 3. Kalaallit Nunaanni Timersoqatigiit Kattuffiat may, in cooperation with national sport federations, sports associations and companies and their subordinate organisations and sports clubs, etc., establish binding provisions and advisory guidelines aimed at strengthening efforts to prevent sexual abuse of children and young people.
Paragraph 4. National sport federations, sports associations and companies shall ensure that the rules, articles of association or similar regulations of their subordinate organisations and sports clubs, etc., state that they are obliged to obtain a child protection certificate pursuant to Inatsisartut Act No. 8 of 19 May 2010 on the obligation to obtain a child protection certificate.
Kalaallit Nunaanni Timersoqatigiit Kattuffiat administers funds for grassroots sport, including disability sport and sport for older people, pursuant to Inatsisartut Act No. 10 of 22 November 2011 on the distribution of funds from certain games. Kalaallit Nunaanni Timersoqatigiit Kattuffiat administers funds for sport pursuant to Greenland Parliament Regulation No. 10 of 21 May 2002 on cultural and leisure activities. The funds shall be administered in accordance with the legislation and the agreement with the Government of Greenland.
Paragraph 2. The Executive Board of Kalaallit Nunaanni Timersoqatigiit Kattuffiat may prepare both general and member-specific guidelines and conditions for applications, processing and the award of grants.
Paragraph 3. National sport federations, sports associations and companies are obliged to provide the Executive Board of Kalaallit Nunaanni Timersoqatigiit Kattuffiat with all documents and information that the Executive Board considers necessary for administering the funds, including for fulfilling obligations towards the Government of Greenland.
Paragraph 4. National sport federations, sports associations and companies receiving public grants administered by Kalaallit Nunaanni Timersoqatigiit Kattuffiat are obliged to submit accounts, etc., concerning the use of the public grant. The accounts must be audited by a state-authorised or registered auditor and received by Kalaallit Nunaanni Timersoqatigiit Kattuffiat no later than 1 May in the year following receipt of the grant. In the event of non-submission, the Executive Board may also decide to reduce the operating grant to the national sport federation that has failed to submit audited accounts to Kalaallit Nunaanni Timersoqatigiit Kattuffiat.
Paragraph 5. National sport federations, sports associations and companies and their subordinate organisations and sports clubs, etc., acknowledge that the Executive Board of Kalaallit Nunaanni Timersoqatigiit Kattuffiat is entitled to postpone future grant payments, in whole or in part, in the event of late submission of accounts or late provision of documents or information.
Paragraph 6. National sport federations, sports associations and companies and their subordinate organisations and sports clubs, etc., acknowledge that the Executive Board of Kalaallit Nunaanni Timersoqatigiit Kattuffiat is entitled to postpone future grant payments, in whole or in part, where this follows from legislation, a decision of the Government of Greenland, or the conditions or terms governing the award of the grant.
Paragraph 7. National sport federations, sports associations and companies and their subordinate organisations and sports clubs, etc., acknowledge that the Executive Board of Kalaallit Nunaanni Timersoqatigiit Kattuffiat is entitled to require repayment of grants where this follows from legislation, a decision of the Government of Greenland, or the conditions or terms governing the award of the grant. The Executive Board may enforce a repayment claim by setting it off against future payments.
Kalaallit Nunaanni Timersoqatigiit Kattuffiat administers other funds placed at its disposal in accordance with the rules in force at any given time, including legislation and agreements with the grant provider. The provisions of § 7 shall apply correspondingly.
To an extent determined in further detail, the Executive Board of Kalaallit Nunaanni Timersoqatigiit Kattuffiat may assist national sport federations and sports associations with financial planning and budgeting, including administering payment arrangements on behalf of national sport federations and sports associations and their creditors.
A breach by a national sport federation or sports association of the obligations set out in these Articles of Association may result in suspension or exclusion from Kalaallit Nunaanni Timersoqatigiit Kattuffiat.
Paragraph 2. Suspension shall be imposed for a limited period and until the circumstances giving rise to the suspension have been rectified. During suspension, a national sport federation or sports association remains subject to the obligations arising from these Articles of Association but is barred from exercising the corresponding rights. During suspension, a national sport federation may not participate in a meeting of the Council of Representatives. Members of the Executive Board of Kalaallit Nunaanni Timersoqatigiit Kattuffiat who are also members of the management of a suspended national sport federation shall withdraw from the Executive Board until the suspension ends.
Paragraph 3. The Council of Representatives decides on suspension and exclusion.
If a member of a national sport federation, a member of a Greenlandic sports organisation, or any subordinate organisation or sports club, etc., damages the reputation of Kalaallit Nunaanni Timersoqatigiit Kattuffiat, a national sport federation, a Greenlandic sports organisation, or any subordinate organisation or sports club, etc., Kalaallit Nunaanni Timersoqatigiit Kattuffiat, the national sport federation and the sports association may require the member concerned to be excluded from the national sport federation, sports association or member club.
Paragraph 2. The same applies if the person concerned is convicted of an offence under the Criminal Code and the offence was committed in connection with that person’s practice of sport, participation in a sporting activity, or performance of paid or unpaid duties in a national sport federation, sports association or subordinate organisation or sports club, etc.
Paragraph 3. A national sport federation, sports association or subordinate organisation or sports club, etc., is obliged to initiate exclusion proceedings in the event of a breach of the provisions of the Criminal Code for Greenland, or corresponding provisions of the Danish Criminal Code or the criminal legislation of another country, as referred to in the Inatsisartut Act on the obligation to obtain a child protection certificate.
Paragraph 4. A national sport federation, sports association or subordinate organisation or sports club, etc., is obliged to initiate exclusion proceedings in the event of a breach of legislation on controlled substances where the breach occurred in connection with the person’s practice of sport, participation in a sporting activity, or performance of paid or unpaid duties in a national sport federation, sports association or subordinate organisation or sports club, etc.
Paragraph 5. The Executive Board of Kalaallit Nunaanni Timersoqatigiit Kattuffiat may order a national sport federation, sports association or subordinate organisation or sports club, etc., to initiate proceedings for a decision on exclusion.
Paragraph 6. A decision in an exclusion case may be appealed by the Executive Board of Kalaallit Nunaanni Timersoqatigiit Kattuffiat and the other parties to the case to the Amateur and Disciplinary Committee of Kalaallit Nunaanni Timersoqatigiit Kattuffiat.
Paragraph 7. A member who is excluded by a member club under a particular national sport federation or sports association may not be admitted as a member of any other member club affiliated with Kalaallit Nunaanni Timersoqatigiit Kattuffiat and its national sport federations and sports associations or their subordinate organisations and sports clubs, etc., if the relevant national sport federation or sports association considers that the exclusion should be extended to all organisations under Kalaallit Nunaanni Timersoqatigiit Kattuffiat.
Paragraph 8. The national sport federation shall submit a recommendation stating the nature of the offence, the duration of the exclusion, etc., to Kalaallit Nunaanni Timersoqatigiit Kattuffiat, whose Amateur and Disciplinary Committee shall then decide the case.
Paragraph 9. A member whose exclusion is sought shall in all cases be given an opportunity to make a statement before a decision is taken.
Paragraph 10. Paragraphs 1-9 shall apply, with the necessary modifications, to companies that support employees’ participation in sport, for example through financial support or time off, or where employees practise sport under the auspices of the company.
The responsibilities of Kalaallit Nunaanni Timersoqatigiit Kattuffiat are discharged by:
The Council of Representatives is the supreme authority of the Confederation. The Council of Representatives consists of:
5 members of the Executive Board
3 representatives from each national sport federation.
Paragraph 2. Each member of the Executive Board has one vote, and each representative of a national sport federation has three votes at meetings of the Council of Representatives. Voting by proxy is permitted.
Paragraph 3. An ordinary meeting of the Council of Representatives is normally held in October or November.
Paragraph 4. The date, place and agenda of the meeting shall be determined by the Executive Board and communicated to members with at least two months’ notice.
Paragraph 5. Proposals for consideration, including nominations for the Executive Board and alternates, must be submitted to the Executive Board no later than one month before the scheduled date of the meeting.
Paragraph 6. As far as possible, the Executive Board shall send all proposals received to the members of the Council of Representatives no later than three weeks before the meeting at which they are to be considered.
Paragraph 7. The Executive Board and the national sport federations have the right to submit proposals.
Paragraph 8. An amendment to the Confederation’s rules requires the support of at least two-thirds of the voting members present at the meeting of the Council of Representatives.
Paragraph 9. An extraordinary meeting shall be held when the Executive Board considers there to be grounds for doing so, or when at least five national sport federations request it and submit a request stating the proposals to be considered.
Paragraph 10. An extraordinary meeting shall be held within three months of the Executive Board receiving the request and shall be convened in accordance with the same provisions as an ordinary meeting.
Paragraph 11. An ordinary meeting of the Council of Representatives is open to guests invited by the Executive Board and to the press.
Paragraph 12. Each year, the Council of Representatives shall determine the framework and level of remuneration for members of the main Executive Board, including the Chair, Vice-Chair and other members. The Executive Board may submit a recommendation. The decision shall be made as part of the approval of the budget and shall be recorded in the minutes of the meeting.
The agenda for a meeting of the Council of Representatives shall include the following items:
Paragraph 2. Serving members of the Executive Board and persons nominated by a national sport federation are eligible for election as members of the Executive Board and as alternates. A member of the Executive Board must be of legal age and must not be under guardianship pursuant to the Legal Capacity Act. A member of the Executive Board must be a member of a national sport federation.
An Executive Board consisting of five members shall be established to discharge the responsibilities of the Confederation between meetings of the Council of Representatives.
Paragraph 2. To the extent determined by the Council of Representatives from time to time, the day-to-day management of Kalaallit Nunaanni Timersoqatigiit Kattuffiat shall be undertaken by an Executive Board consisting of the Chair of the Confederation, the Vice-Chair and three other members, all elected at the meeting of the Council of Representatives. In the event of a tie in an election, the result shall be decided by drawing lots.
Paragraph 3. Three alternates to the Executive Board shall also be elected at the meeting. According to the number of votes received, they shall be elected as first, second and third alternate respectively.
Paragraph 4. All elections shall take place at the meeting of the Council of Representatives. Elections are for four-year terms. Alternates, however, are elected for two-year terms.
Paragraph 5. In the first election year (2007), the Chair and two members shall be elected. In the following election year (2009), the Vice-Chair and one member shall be elected.
Paragraph 6. The Chair of the Confederation shall also serve as Chair of the Executive Board.
Paragraph 7. If the Chair resigns during an electoral term, the Vice-Chair shall assume the position of Chair. At the same time, the Executive Board shall decide that one of the other members assumes the position of Vice-Chair, after which an alternate joins the Executive Board.
Paragraph 8. If the Vice-Chair resigns during an electoral term, the Executive Board shall decide that one of the other members assumes the vacated position, after which an alternate joins the Executive Board.
Paragraph 9. If the Chair, Vice-Chair or an Executive Board member resigns during an electoral term, an election shall be held for the position at the next meeting of the Council of Representatives for the remainder of the resigning member’s term.
Paragraph 10. If a person who has assumed the position of Chair or Vice-Chair during an electoral term is not elected to that position at the next meeting, that person is entitled to return to their original position to the extent that any part of their term remains.
Paragraph 11. The Executive Board shall adopt its own rules of procedure. In the event of an equality of votes, the Chair shall have the casting vote.
Paragraph 12. The Chair shall ensure that the Executive Board meets when necessary and that all members are convened. The Executive Board shall also be convened when a member requests consideration of one or more specifically identified matters. The Executive Board has a quorum when at least three members are present.
Paragraph 13. Meetings of the Executive Board may be held in writing or using electronic media, including as an ordinary telephone meeting. A meeting to consider and approve the annual report must be held with physical attendance. Detailed provisions shall be set out in the Executive Board’s rules of procedure.
Paragraph 14. The Confederation shall be bound by the joint signatures of the Chair and one member of the Executive Board. The purchase, mortgaging or sale of real property requires the signatures of the entire Executive Board.
The Executive Board shall appoint a Secretary General to manage the Confederation’s day-to-day operations and responsibilities. The Secretary General shall perform these duties in accordance with the Executive Board’s guidelines and instructions.
Paragraph 2. In its instructions to the Secretary General, the Executive Board shall lay down guidelines concerning representation, anniversary gifts and similar matters.
Paragraph 3. The Secretary General shall be responsible for appointing and dismissing other staff within the limits of the budget in force at any given time.
The Amateur and Disciplinary Committee shall be elected by the Council of Representatives and shall consist of a chair and four members.
Paragraph 2. The members shall be elected in odd-numbered years for two-year terms at the meeting of the Council of Representatives.
Paragraph 3. The responsibilities of the Committee are:
Paragraph 4. Rules governing the activities of the Amateur and Disciplinary Committee are set out separately.
The financial year runs from 1 January to 31 December.
Paragraph 2. The accounts shall be presented to the auditors before 1 April each year.
Paragraph 3. The auditors shall audit and endorse the accounts before 1 May.
Paragraph 4. The audited accounts shall be presented to the Council of Representatives for approval.
Paragraph 5. The approved accounts shall be published.
Kalaallit Nunaanni Timersoqatigiit Kattuffiat alone shall be liable for its obligations, with all of its assets.
Paragraph 2. Members and their subordinate organisations and sports clubs, etc., shall not be liable for the obligations of Kalaallit Nunaanni Timersoqatigiit Kattuffiat.
Paragraph 3. Kalaallit Nunaanni Timersoqatigiit Kattuffiat shall maintain customary directors’ and officers’ liability insurance.
Kalaallit Nunaanni Timersoqatigiit Kattuffiat may not be dissolved as long as at least two member clubs wish it to continue. A decision to dissolve may only be made at an ordinary meeting of the Council of Representatives by at least two-thirds of the voting members present.
Paragraph 2. In the event of the dissolution of Kalaallit Nunaanni Timersoqatigiit Kattuffiat, its assets shall pass to the Government of Greenland for the promotion of sport in Greenland.
